could person be allergic to lotion with slight lactose intolerant symptoms

after applying lotion mixed half with cortizone creme, person became significantly more itchy and several raised red bumps (almost hive-like) appeared to treated area on legs and arms. However, more bumps appearen on other areas not treated with cream, like face, neck, and lower belly. Stopped using lotion at this point. Person is believed to be somewhat lactose intolerant. Would this be a problem when using lotion and adverse reactions did seem to appear? The person was assumed to have a type of excema involving the roots of the hair follicles on the lower legs and arms. Ther person is miserable and unfortunately it is the weekend
