Is betamethasone Dipropionate a steroid?

My dog has been diagnosed to have Cushings' Disease, due to over use of steroid shots (for alergies). He's been taken off the shots and we are treating the alergies in another way. I have a tube of Betamethasone Dipropionate Cream in my med. cabinet and wondered if it was a steroid based oinment. If not, could I not use it on the "hot spots" that are a real bother to him? Thank you
