promethazine/codeine for numbing mouth ulcers

If you swish Promethazine with Codeine around in your mouth before swallowing it, will it numb mouth ulcers? I went to the doctor today because of a rash and mouth ulcer. I could have sworn he said this prescription would number the mouth ulcer, too.
